This tortoise is a trap to kill Tortuga and also for incapacitating some Drug Enforcement Administration agents using his decapitated head.

Breaking Bad
Season 2
While Hank and the Federales are waiting for a drug deal to take place, Hank sees Tortuga's severed head on a live tortoise. When they arrive to investigate the sight, Hank has a panic attack and retreats to a car as the other agents and Vanco tease him by saying, "What's wrong Schrader?" You act like you've never seen a severed human head on a tortoise before!" Shortly afterward, one of the Federales lifts Tortuga's head off the tortoise which triggers a bomb planted on the tortoise. The explosion obliterates the tortoise, kills one agent, and injures 3 more. Hank was a sufficient distance away from the explosion and was not harmed. After the dust settles, Hank tends to Vanco's severed leg. ("Negro y Azul")
Season 3
In a flashback that takes place shortly after Tortuga becomes an informant for the DEA, he is at a bar when Juan Bolsa arrives and tells Tortuga he wants to give him a late birthday gift which is in the backroom of the bar. Even though he is skeptical of it at first, Tortuga agrees to go see what it is. He is pleasantly surprised to see that the gift is a pet tortoise and thanks Bolsa profusely for it. Bolsa signs the tortoise under the pretense of dedicating it to Tortuga but when he finishes, the writing says "Hola DEA". Tortuga see the writing and realizes that it is a trap and tries to draw his pistol but is quickly apprehended by The Cousins and then decapitated with a machete. ("I.F.T.")
