The "Dealer" is a street level drug dealer working for the Cartel. He answered to Hector Salamanca and presumably Tuco Salamanca before Tuco's incarceration.
He met with Nacho Varga and Hector Salamanca at the El Michoacáno restaurant. Salamanca dealers frequently went to the restaurant to settle what they owed with their bosses.

Season 3[]
Nacho is seen counting the Dealers' take for the week. Nacho is happy with the count and he drops the roll of money into his bag. He gives the Dealer a nod and tells him that they're good. As the Dealer goes to leave, he says to Nacho that he will see him soon and acknowledges Don Hector, out of respect, who is sitting at another table behind Nacho. ("Off Brand")
