Hector? Definitley. Gus? Not really.

Gus would've become a kingpin either way, but with Max he would've been far less brutal and cruel than he was. However, since Hector killed Max, he made Gustavo into the man we see him in BCS and BB. In a way, Gus is one of Hector's victims.
