Did Walter intend to destroy their lives though? When you think about it, by the time Hank figured up the truth, Walter had already retired. There is no damage to be prevented by persecuting Walter. Bringing him behind bars would have only served to break the family apart.
Walter didn't kill Hank. Hank is the one who killed himself by insisting on pursuing him "no matter the cost". Walter's family was broken apart in the end and lost everything? That wasn't the case before Hank decided to drop his hammer of justice on Walter.
You might argue that Hank didn't intend to hurt the family per se. However, it is clear that "protecting the family" wasn't even a concern for him at this point. He know his actions would break up the family, but that didn't stop him. In comparison, Walter's decisions were always directed either towards "bringing the family money", "protecting the family", or "bringing me closer the the family". Many decisions benefited one of the three goals at a much greater expense of the others, but at the very least Walter never consciously made a decision which he "knew" would hurt his family.
I'm not saying Walter is better than Hank overall. It really depends on the angle you're viewing it from. While Walter is clearly worse as a person when it comes to many qualities, Walter in my opinion genuinely cared much more about his family than Hank. Caring about one's family is a major part of being a man, but the only one. That's why I claimed that the question is vague, as it really depends on what your perception of a "man" is.
