It's set 1984 or later given the 1984-86 license plate on her mom's car - it seems pertinent to tighten that timeline as Kim being in JUNIOR high at 16 seems unusual if we're to believe her license date of birth. Other time references in the scene are McNuggets (1983 national release in USA, they were available in select markets beforehand) and Rick Springfield's Affair of the Heart (released April 1983) on the radio.
